What are the rules regarding public domain and torrents?
I want to download a torrent from a tv show that is japanese, distributed to Canada and is 39 years old. Is this public domain?

The fact that it's delivered via a torrent has nothing to do with it's public domain status.
If something is in the public domain in one country doesn't mean that it is in the public domain of another country.  You need to know the laws of the country where it was first published as well as the laws of the country where it will be.  We are only concerned with U.S. public domain laws with the movies we offer here, which are very complex.  Age is only one of the elements to be considered in determining the public domain status of an item.
